Preheat oven to 350°F / 180°C and line two 8-inch cake pans. I put parchment paper rounds on the bases of round cake pans and spray them with cake release spray. But you can use butter or your preferred method.

Sift flour, sugar, cocoa powder, baking powder, baking soda, and salt in a large bowl, excluding the espresso powder. Mix everything.

Combine eggs, milk, sour cream, vegetable oil, and vanilla in a medium bowl, excluding hot water. Mix lightly until homogenous. Eggs, milk, and sour cream should be room temperature to mix easily.

Combine the wet and dry ingredients and whisk until lump-free. Scrape the bowl bottom for flour. Mix slowly until smooth to avoid adding air with the whisk.

Stir espresso powder and hot water in a small bowl or glass until dissolved. Mix into cake batter gently. Bake chocolate cake batter in two prepared pans for 35 minutes or until a skewer comes out clean.
