Preheat oven to 350. Spray a 9x13 baking pan with cooking spray and line with parchment.

A cooking spray will keep parchment paper in place. Or use cooking spray. Combine flour, salt, and baking soda in a bowl. Whisk to break clumps.

Mix melted and slightly cooled butter and brown sugar in a bowl or stand mixer. Blend until combined.

Add egg and blend. Blend in the other egg and vanilla extract.
Slowly add the flour mixture and mix until no flour pockets remain.

Pour in the miniature chocolate chips, saving some for topping. Mix well. Pour batter into pan and spread evenly.
